Washington’s proposed cap would expand an existing moratorium on the sale of state-of-the-art systems to China, in an attempt to thwart China’s plans to become the world leader in chip manufacturing. If the Netherlands agrees, it will greatly expand the range and class of chip manufacturing equipment currently banned in China, which could be a serious blow to Chinese chipmakers.

Sources said that the Dutch government has yet to adopt any other restrictions on the export of ASML products to Chinese chip manufacturers.

The US Department of Commerce and the Dutch Ministry of Foreign Affairs declined to comment for Bloomberg.
