The president of the Avanti business association, Rakhman Yansukov, sent the corresponding proposal to Prime Minister Mikhail Mishustin, the president of the Federation Council, Valentina Matvienko, and the president of the State Duma, Vyacheslav Volodin. The appeal states that business representatives are increasingly turning to the association to complain about the availability of prohibited content and the “lack of legal regulation of children’s access” to social networks.

According to Avanti, there are more than 10,000 “terrorist” websites on the Internet. Gated communities and so-called “death groups” also represent a danger to minors. In this sense, the organization proposed prohibiting access to social networks for minors under 14 years of age and forcing the platforms to require a passport photograph to register.

It is proposed to apply the same rule to already registered users who must undergo verification to access social networks. Yansukov noted that a similar verification method is already used in the car-sharing sector and financial services.

The head of the association proposed limiting the activities of social networks that refuse to implement the new identification system. In their opinion, this will help reduce the negative impact of social networks on children and prevent illegal actions.

In 2023, a children’s mode was added to the domestic app store Rustore. Parents were able to customize content viewing and search results based on the child’s age, as well as manage purchases. Parents can choose one of the options for the child’s age: preschool, school or adolescent; This will depend on which applications you will see.
