The appeal states that business representatives are increasingly turning to the association to complain about the availability of prohibited content and the “lack of legal regulation of children’s access” to social networks.

In this sense, the organization proposed prohibiting access to social networks for minors under 14 years of age and forcing the platforms to require a passport photograph to register.

It is proposed to apply the same rule to already registered users who must undergo verification to access social networks. Yansukov noted that a similar verification method is already used in the car-sharing sector and financial services.

The head of the association proposed limiting the activities of social networks that refuse to implement the new identification system. In their opinion, this will help reduce the negative impact of social networks on children and prevent illegal actions.
