Vladimir Putin, in a meeting with Mosfilm director Karen Shakhnazarov, promised to “solve” the slowdown of YouTube in Russia. Shakhnazarov spoke about this on the Rossiya 1 television channel.

“Slowing down YouTube, in my opinion, is not very advisable nowadays, to which the president said that all kinds of dirty tricks happen there. <...> He listened and said, “I’ll figure it out, I’ll see,” Shakhnazarov said. He added that the president is “open to all kinds of different topics.”
In early September, State Duma deputy Yaroslav Nilov sent an appeal to the head of Roskomnadzor, Andrei Lipov, asking to be informed about the situation of the slowdown in video hosting and its future in Russia.
YouTube began to slow down in Russia at the end of July. Roskomnadzor explained this due to problems with Google servers, but the company assured that it had nothing to do with the failures. Before the slowdown, in early July, the service blocked the channels of some Russian musicians, including Shaman.
