The government has determined the services that can be obtained at the MFC for biometric data without a passport. For now, this opportunity will be available in some regions; at the end of 2024 it will appear in the Lipetsk, Chelyabinsk and Leningrad regions. This was reported to RBC by the office of Deputy Prime Minister Dmitry Grigorenko.

“With the help of biometrics, citizens will be able to obtain or replace a driver’s license, register a vehicle, apply for a state pension, obtain a construction permit as a developer, file for divorce, receive benefits related to the birth of a child and other social support measures,” says the statement from Grigorenko’s apparatus.
Those who have previously registered confirmed biometric data in the Unified Biometric System (SUB) will be able to use the biometric data in the MFC. At the MFC you will need to look at the camera, after which identification and filling out an application for the provision of services will be automatically carried out.
Now registration in EBS allows, among other things, to pay for contactless purchases, travel on the Kazan metro, draw up electronic signatures, open accounts, deposits or receive loans remotely, conclude contracts for communication services and issue electronic SIM cards. You can manage your data through Gosuslugi.
Russians have access to several levels of biometrics: simplified, standard and verified. They differ in terms of validity and services provided. The latter, he confirmed, will only be able to register in person at a branch of any bank listed on the EBS website.
In September, Vedomosti wrote that Grigorenko had ordered the Ministry of Digital Development, the Ministry of Industry and Trade, the Ministry of Health and the JSC Center for Biometric Technologies to develop changes to the legislation that will allow verifying the age of buyers using biometric data to the online sale of age-restricted products. The corresponding bill is currently being finalized.
