The first vice president of the Bank of Russia, Olga Skorobogatova, decided to resign. He will leave the Central Bank on December 2, 2024, according to a message on the regulator’s website.

The head of the Central Bank, Elvira Nabiullina, thanked Skorobogatova for her work and wished her success. “Many convenient services that are used daily by tens of millions of people appeared largely thanks to Olga Nikolaevna, her determination, dedication and professionalism. “She drove the development of financial and payment technologies at the Bank of Russia for the years to come,” he noted.
The president of the Central Bank added that thanks to Skorobogatova Russia was able to create an “advanced payments infrastructure”, the value of which for the country “really became evident in 2022.”
Following Skorobogatova’s departure, the position of deputy chairman of the Bank of Russia’s board of directors will go to Zulfiya Kakhrumanova, who now heads the regulator’s information technology department. In his new role, he will oversee the work of the IT department, the financial technology department and the operational department.
Starting December 2, the Department of the National Payment System will be under the supervision of the First Vice President of the Bank of Russia, Dmitry Tulin.
Skorobogatova has worked at the Central Bank since 2014. According to Frank Media, she led the implementation of many technologies, including payment QR codes, biometrics, open APIs, and the digital ruble.
In July 2023, Ksenia Yudaeva, who had held the position since 2013, left the position of first vice president of the Central Bank. She became an advisor to the president of the Central Bank and remained a member of the board of directors. In October 2024, Yudaeva left the Central Bank; In November she became executive director of the International Monetary Fund for Russia and Syria.
