“The draft order involves the collection of network addresses used by telecom operators in various constituent entities of the Russian Federation to update filtering rules in order to counter cyber attacks, including DDoS attacks,” they said in the press service.

It added that “information about users’ personal devices is not collected because it is not necessary to counter threats.”

On December 17, the RKN published a draft order on the portal of draft regulatory laws, according to which operators will have to provide the regulator with data that allows them to identify “communication media and user equipment on the Internet.”

Vedomosti wrote that in this way the agency will have access to information about users who bypass the block. The draft order itself states that the measure is aimed at combating content banned in Russia.
