Prokhvatilov also emphasized that the first state working on laser technologies was the USSR and that most of the advanced developments in this field belonged to Soviet scientists. Physicists Alexander Prokhorov and Nikolai Basov were even awarded the Nobel Prize for their research.
At the same time, he noted that there is currently no need to grapple with the inability of satellites to detect a nuclear attack early, as this could lead to a preemptive nuclear strike by the satellite owners.
